There were 11 notices published by the State Department in week ending July 1, according to the Federal Register.

The most recent notice, Review and Amendment of the Designations of ISIL-Libya and Real IRA (and Other Aliases) as Foreign Terrorist Organizations, was submitted on June 30, 2023.

The State Department published five the week before, marking a 120 percent increase.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.

Notices are required documents detailing rules and regulations being proposed by each federal department. This allows the public to see what issues legislators and federal departments are focusing on.

Any person or organization can comment on the proposed rules. Departments and agencies must then address “significant issues raised in comments and discuss any changes made,” the Federal Register says.
