Title 42 public health order ended on May 11, 2023, with the lifting of the public health emergency. The United States is implementing a comprehensive, multi-agency, multi-country plan rooted in enforcement, deterrence, diplomacy, expanded legal pathways, and development to humanely manage the border and address the root causes of displacement and out-migration.

Marcela Escobari is the Assistant Administrator for the Bureau for Latin America and the Caribbean. She is spearheading USAID’s efforts to advance a collaborative, regional response to the historic displacement of seven million people across the Latin American and Caribbean region. Working with U.S. Government and regional partners, USAID is driving forward a three-pronged strategy focused on addressing root causes of migration, expanding legal pathways for workers, and supporting the integration of migrants into host communities across the Western Hemisphere. She discussed her recent trip to Guatemala and El Salvador and USAID’s role in implementing the Los Angeles Declaration on Migration and Protection, as the U.S. Government joins its partners in commemorating one year since the declaration was endorsed.
