The USAID International Food Relief Partnership (IFRP) in the Republic of Uzbekistan is a sub-program of the Title II U.S. food assistance program, USAID Food for Peace. The food is bought directly from U.S. farmers through a competitive process, allowing farmers to incorporate humanitarian assistance into their business models. IFRP supports the production, transportation, delivery, and distribution of shelf-stable, nutrient-fortified and prepackaged foods to reduce hunger and malnutrition, and to ensure that all individuals have adequate, safe and nutritious food.

OVERVIEW

The IFRP reaches 130 institutions throughout Uzbekistan, providing nutritious food to tens of thousands of vulnerable people, including patients with tuberculosis and mental health issues, people with disabilities, elderly citizens, and at-risk children.

DONATED FOOD

The donated food, called Harvest Lentil Pro, consists of dried carrots, onions, rice, and lentils. This mix is specially formulated to deliver micronutrients, increase daily calorie and protein intake, and offer a stable food that has a long shelf life with no need for refrigeration. The Harvest Lentil Pro is delivered in conveniently sized packages complete with nutritional information and preparation instructions in the local language. Harvest Lentil Pro is manufactured by the American company Breedlove Dehydrated Foods.

ACHIEVEMENTS

Since 2010, USAID has distributed approximately 72 million individual servings (1,432 tons of specially fortified food) to over 275,000 children and adults across all regions of Uzbekistan. To date, IFRP has supplied approximately $4 million worth of vitamin-fortified lentil mix to Uzbekistan

PROGRAM PARTNERS

USAID’s IFRP program is implemented by the American non-governmental organization Resource and Policy Exchange (RPX), in close cooperation with the Ministry of Health and the Ministry of Preschool and School Education of the Republic Uzbekistan. RPX administers the program locally with an Uzbekistani nongovernmental charitable foundation Sog’lom Avlod Uchun (For the Healthy Generation).

THE RESOURCE AND POLICY EXCHANGE

Through the delivery of food and nutritional training, RPX addresses emergency needs while promoting long-term food security solutions. RPX food aid is delivered to the most vulnerable populations through local partner organizations. This supplements existing resources and partners local organizations with  larger social programs. This distribution approach meets an emergency need while avoiding potential risks faced by other programs, such as disrupting local markets, creating disincentives for local producers, or creating long term donor dependence.
